SOCIAL SERVICES NORTH WEST AND ADSS NORTH WEST
SOCIAL CARE AND THE NHS PLAN
equal partnership in serving people and communities

Social Services North West has welcomed the NHS Plan as the most fundamental reform of health and related services
for over fifty years. The recognition of social care as an equal partner with health care is also welcome, and
the voice and expertise of local government needs to be brought to the table.
Achieving the vision of an integrated approach to health and social needs is not going to be easy, but there are
further challenges: to focus on the needs of users and their carers, and to link to the related agendas of regeneration,
social inclusion and sustainable development.
This conference brings together experts and champions of these issues to engage with members and officers from
North West authorities. Together we will try to work out how we can maximise the potential of the NHS Plan to
help transform the lives of people and communities in the North West.
Councillor Cliff Morris, Chair of Social Services North West, will chair the event. As well as the speakers' presentations,
there will be opportunities for questions and discussion in a variety of formats.

Members, Directors, Assistant Directors, and managers and policy staff with responsibilities at the interface between
health and social care

PROGRAMME FOR THE DAY
There will be four main components to the programme.
MODERNISING SOCIAL SERVICES AND HEALTH -
SIX MONTHS ON FROM THE NHS PLAN
Professor Gerald Wistow, Nuffield Institute for Health, University of Leeds will update his August 2000 paper,
"The Modernised Personal Social Services: NHS Handmaidens or Partners in Citizenship", six months after
publication of the NHS Plan. He will also set out how policymakers in the region might maximise the benefits to
people of the newly emerging pattern.
IMPLEMENTING THE NHS PLAN IN THE NORTH WEST
Peter Rowe and Hilary Blumer, North West Regional Office, NHS Executive, who carry responsibility for the health
and social care interface at NWRO, will set out their current perspective on the development agenda.
MENTAL HEALTH: NEW PLANS AND NEW PARTNERSHIPS
Peter Clarke, Director of the North West Mental Health Development Centre and colleagues will present a series
of perspectives on the opportunity for developing new approaches to the mental health of communities and individuals.
They will highlight some issues which are at the heart of the style of partnership which is required across agencies.
INVESTING FOR BETTER HEALTH
Kath Reade, Chair of East Lancashire Health Authority and a member of the North West Development Agency. As
an ex-Leader of Burnley Council, Kath has a broad perspective on the health and well-being of communities and has
been the driving force behind the NWDA's Regional Health Partnership. She will stress the need for multi-agency,
multi-sectoral partnerships to empower communities to address their health needs.
