SOCIAL SERVICES NORTH WEST (NWASSA)
MEETING ON 15 SEPTEMBER 2000 AT WIGAN
REPORT OF THE CO-ORDINATOR
WORKING WITH THE LOCAL GOVERNMENT ASSOCIATION
1. Matter for consideration
To report on plans for the joint meeting between Social Services North West and the Local Government Association.
2. Information
2.1 At its meeting in June 2000, Social Services North West agreed to offer to host a regional meeting with the
Local Government Association Social Affairs and Health Executive, under arrangements to be agreed with the Chair
and Deputy Chair. This was in pursuit of the agreed objective to develop closer links with the Local Government
Association (LGA), to support and inform their representation of social services issues nationally.
2.2 Accordingly, after consultation between officers, the Chair of Social Services North West wrote to Councillor
Rita Stringfellow, the Chair of the Local Government Association Social Affairs and Health Executive. He invited
her and appropriate colleagues to a meeting with their members in the North West, to be held at Bolton on Wednesday
11 October 2000. She has accepted this invitation. Advance notice has accordingly been sent to member authorities,
and to the three non-member authorities (Cheshire, Stockport and Wirral) who are of course members of the LGA.
2.3 Detailed plans are now being made for this meeting, and members are asked to approve or modify these before
arrangements are finalised.
2.4 It may be that authorities would wish some other members to be able to attend this meeting, in addition to
their official SSNW representative(s). It is proposed that authorities be invited to send up to two additional
members as well as their official representative (or deputy)
2.5 It has been suggested that the meeting affords an opportunity to showcase good practice in the North West by
means of an exhibition in the Festival Hall at Bolton Town Hall, where lunch is to be held (see separate report
on Celebrating Excellence). This would also be an opportunity for the official launch of SSNWeb, the website of
Social Services North West (see separate report on Raising the Profile of Social Services North West)
2.6 It has been proposed to the LGA that the outline programme for the meeting might be as follows:
11.00 SSNW Political group meetings
12.00 Civic welcome; Opening of exhibition; Launch of SSNW website
12.30 Lunch
1.15 Formal meeting LGA reps with SSNW
3.15 Tea and close
2.7 So far as the format of the meeting is concerned, it has been proposed that a SSNW member makes a brief introduction
on each of our four key themes in turn:
Working with the NHS
Performance Assessment and Quality
Quality protects and Children's issues
Financial issues
and that a discussion then follows on each of these. It may be however that the LGA representatives will have
other ideas about the format or the issues to be covered, so this proposal must be regarded as provisional at this
stage.
3. Recommendation
That members endorse the invitation to the Local Government Association Social Affairs and Health Executive to
attend a meeting in Bolton on Wednesday 13 October, and indicate their views on the proposed arrangements for this
meeting.
