MEETING AT WIGAN ON 15 SEPTEMBER 2000
REPORT OF THE CO-ORDINATOR
NORTH WEST REGIONAL ASSEMBLY:
RESEARCH INTO REGIONAL DISABILITY ISSUES
1. Matter for consideration:
Research into regional disability issues on behalf of the North West Regional Assembly.
2. Introduction:
The North West Regional Assembly - working with disabled people - has recently commenced research designed
to give priority to Social Inclusion and disability issues in the Regional Strategy and Regional Planning Guidance.
3. Information:
3.1 Members will be aware that the North West Regional Assembly is a partnership of local government, business
organisations, public sector agencies, education and training bodies, trade unions and co-operatives together with
the voluntary sector, working to promote the economic, environmental and scoial well being of the North west of
England. The Assembly has been designated as the regional chamber for the North West Development Agency.
3.2 The Steering Group formed to oversee the research commissioned by the Regional Assembly has decided to utilise
the Social Model of Disability with Independent Living being a key principle underpinning the research. The aim
is to provide a description of the current situation regionally in relation to the numbers of disabled people and
the key issues in the Region, and to recommend a series of achievable key actions with a realistic timeframe for
implementation.
3.3 Key themes structuring the research include:
· Employment / economic development
· Housing
· Education/skills/training
· Physical environment, including transport/infrastructure
· Health and social care
3.4 Cross cutting themes include:
· Deprivation and social exclusion
· Perceptions and attitudes
· Minority ethnic communities
· Land use
· Access to buildings and services
· Rural and peripheral communities
3.5 A number of good practice case studies will be included, and the research should be completed this September
and the report launched at a Regional Conference in December.
3.6 Views and comments from across the Region's relevant organisations including social services are to be included

3.7 Members will also be pleased to note that Kate Smyth has kindly offered to attend the next SSNW Committee Meeting
in December to do a brief presentation on the findings should this be desired.

meeting.
